Since 1992, the Government of Mali has embarked on a series of reforms aimed at meeting important housing needs. That year, the creation of the Real Estate Transfer Agency (ACI) was the first step in the process. Its mandate is the development and sale of plots of serviced land owned by the Malian state. In the context of the National Housing Strategy adopted in 1995, the Malian authorities set achievement targets: 150,000 housing units for the district of Bamako and 120,000 for 14 other secondary cities, over a five-year horizon.
To achieve these goals, the Malian Office of Habitat (OMH) and the Mali Housing Bank (BHM) were founded in 1996. They have combined their efforts to improve the housing situation in Mali. country and to demonstrate the government's tangible will to structure the housing market.
